Jim Hallihan Award

The Jim Hallihan Legacy Award is the highest award of the National Congress of State Games. The award recognizes individuals who have dedicated their career to the development and betterment of the State Games movement across the United States.

Jim Hallihan was an influential and well respected member of the National Congress of State Games for nearly 20 years. 

After a successful career as a college basketball assistant coach at Virginia Tech, East Tennessee State and Iowa State, Jim retired from coaching and became Executive Director the Iowa Sports Foundation in 1994. 

Under Jim’s leadership, the Iowa Games thrived and grew from two events with 16,000 athletes to twenty events and programs with over 190,000 participants. During Jim’s tenure, the Iowa Games created health based initiatives including the Lighten Up Iowa program which became a model for other state games programs across the nation to help improve the health of participants. Jim also connected all state games programs to the Character Counts initiative to educate constituents on the elements and value of good character and sportsmanship. 

Jim was a mentor to many State Games Directors across the country as well as states just starting their programs, Always willing to provide resources, ideas or advice, Jim offered his support to all National Congress of State Games members regardless of regional or philosophical differences. 

Jim received multiple awards in recognition of his impact on state games including the National Congress of State Games Executive director of the Year Award in 2006 and the Iowa Girls High School Athletic Union Sportsmanship Award. Since his passing in 2020, the Iowa Games have named their annual sportsmanship & character award in his honor.

2025 Award Winners

Kevin Cummings

Kevin has been involved with the Massachusetts Amateur Sports Foundation and the Bay State Games since 1984, celebrating his 42nd year with the organization in 2026. Kevin started with the organization as a Sport Coordinator and was promoted to Executive Director in 1999. Kevin has guided the organization through financial challenges, a global pandemic and a changing youth sports landscape. He also has mentored hundreds of interns and former employees, many of whom have leveraged their time at Bay State Games into successful careers in the sports industry.
 
Kevin is entering his third term as President of the National Congress of State Games, a position he also held from 2005-2007 and 2023-2025. He has served on the National Congress of State Games Board of Directors for over 20 years including 12 years as vice president. He has served as chair of the State Games of America Committee from 2013 through 2024 and led the selection and contract process for eight SGA locations including Nebraska, Michigan, Virginia, Iowa, San Diego, Pennsylvania, Colorado and Utah. Kevin has represented the National Congress of State Games on the United States
Olympic Committee’s Affiliated Organization Council since 2007. He has also represented the National Congress of State Games at the TEAMS conference for over a dozen years promoting RFP’s for the State Games of America as well as new states that do not currently host state games. Throughout his career, Kevin has served as a mentor to many new states as well as longtime directors and shared many initiatives that can enhance state games programs across the country.
 
Kevin is a 1983 graduate of Boston College where he served as the manager of the men’s basketball team. Kevin has served as a member of the Boston Marathon Organizing Committee as Coordinator of Finish Security Marshals since 1997. He is a member of the Falmouth Road Race Organizing Committee, serves as a consultant for the New York City Marathon and works as a consultant for Dave McGillivray Sports Enterprises (DMSE), assisting with the operation of many mass participatory events including the Beach to Beacon Road Race, the Jimmy Fund Walk and the Feaster Five Road Race. Kevin has worked on two Olympic Games including the 1996 Summer Games in Atlanta and the 2002 Winter Games in Salt Lake City. Kevin has served as a game day statistician for the NFL / New England Patriots since the mid 1980s.

Kevin resides in Medford with his wife Jeanne. He has a son, Matthew and daughter-in-law Jessica who both graduated from Springfield College, and a daughter, Erin, who graduated from the University of Nebraska.
